The transmission system operator (TSO) procures ancillary services by concluding agreements with service providers, who can be: a) electricity producers; b) aggregators; c) storage operators; and d) end consumers whose facilities are connected to the transmission or distribution system, or to a closed distribution system, and whose resources meet the conditions of the prequalification or qualification procedures, in accordance with the rules governing the operation of the transmission system.
The TSO procures ancillary services for balancing purposes by concluding a Framework Agreement, which regulates the terms and methods of providing different types of ancillary services, in accordance with the technical characteristics determined during the prequalification process and the calculated needs of the TSO.
Electricity producers and aggregators that include electricity producers in their aggregation group are required to offer ancillary services to the TSO in the scope and type defined in accordance with the prequalification or qualification procedures and the concluded Framework Agreement.
All other interested balancing service providers (BSPs) have the opportunity to sign a Framework Agreement with the TSO.
The procurement of balancing capacity is conducted through separate auctions for upward and downward directions.
