Since January 2016, the amended Instruction regarding the implementation of customs formalities for cross-border electricity trade and trade across the administrative line of the APKM has come into force.
Based on this Instruction, all market participants are obliged to submit an Announcement on electricity transactions ( in Serbian language) for data from the previous month on the first working day of each month to the following e-mail addresses – EMS AD Belgrade (najava@ems.rs)and the Customs Administration (struja@carina.rs).
Market participants are obliged to submit to the competent customs authority, by the 10th of the current month, confirmed Announcement on electricity transactions (Form 1-3), Evidence of Cross-Border Trade (FormE1-E3), Report on the structure of Balancing Group, Invoices, Contracts and other necessary documents for the implementation of the customs procedure.

Since January 2026, EMS AD Belgrade has been issuing a Monthly Report on cross-border electricity exchange by day exclusively at market participant`s request
