Development plans – national, regional, European

Being the responsible and modern transmission system operator, JSC EMS is legally bound to ensure the sustainable development of the transmission system of the Republic of Serbia.

In its mid-term and long-term strategy for achieving this goal in the upcoming period, JSC EMS foresees extensive investments spread throughout the years. These investments will cover both refurbishment of the existing infrastructure and the construction of new energy transmission corridors. The projects predicted in this period of time will enhance the security of supply and increase the capacities that are available for cross-border energy exchanges, giving them remarkable regional significance. Regarding the cross-border projects included in the ENTSO-E TYNDP package that include JSC EMS as promoter, it should be stated that there is a total of five such projects (excluding those for which the actions on the Serbian side have been completed). The borders on which the transfer capacities will be increased once all of these projects are put in operation can be seen in the map given below:

In line with the official Energy Sector Development Strategy of Serbia, the development plans of the production and distribution systems in Serbia, as well as the JSC EMS business strategy, investments in electricity transmission infrastructure are primarily directed towards the following goals:

  1. Increasing transmission system security and reliability of supply for transmission system users, which is a legal obligation of JSC EMS; 
  2. Increasing cross-border transmission capacities of the Republic of Serbia of regional and pan-European significance;
  3. Balanced, sustainable and timely development of the transmission system in order to connect new conventional and renewable sources of electricity and buyer facilities; 
  4. Electricity market development at national and regional level.

According to the Law on Energy of Republic of Serbia, JSC EMS is obliged to adopt and to publish the Ten-Year Development Plan at least once every two years. By Decision of the Energy Agency of the republic of Serbia (in Serbian), the Development Plan for the 2023-2032 period (in Serbian) has been officially approved. In line with the Law on Energy and Law on the Use of Renewable Energy Sources, as well as the results of the transmission and production system adequacy assessment given in this Development Plan, JSC EMS has also published the Information on the conditions for delaying process of grid connection for power plants using variable renewable sources (in Serbian).

In addition to its national goals, JSC EMS is obliged to harmonize its activities in  the field of planning and implementation of infrastructure investments with the international obligations of the Republic of Serbia. The duties of ENTSO-E association, of which JSC EMS is a member, include the following:

  • publication of European Ten-Year Network Development Plan (TYNDP) every two years;
  • publication of Regional Investment Plans (RegIP– in TYNDP package) every two years;
  • publication of European Resource Adequacy Assessment (ERAA) every year.

The representatives of JSC EMS actively participate in the drafting process for all of these documents. TYNDP package, for instance, defines development of the transmission network throughout Europe for upcoming period, for different scenarios of renewable sources share in total electricity production (from conservative to “green”). The representative of JSC EMS, as the convenor of the Regional Group for development of the Continental Southeast Europe (CSE region), coordinates the activities of the TSOs in region in the process of drafting parts of TYNDP packages and, especially, Regional Investment Plans. Also, EMS respresentative is a member of Quality Control Board in the TYNDP making process.
