Account holders in the Guarantees of Origin Register in Serbia can only be the following entities:
- Electricity producers from renewable energy sources registered with the Ministry
- Suppliers and/or wholesale suppliers with an active license issued by the national regulatory agency
To register an account, the following documents must be submitted:
- Account registration request
- Decision:
- Decision on obtaining the status of a renewable energy producer – for electricity producers from renewable energy sources
- Decision on issuing a license for wholesale electricity supply or a license for electricity supply – for suppliers and wholesale suppliers
- Extract or certified copy of an extract from the court or business register (for foreign participants)
- Copy of a passport/ID card or other identification document for each authorized representative

Power Plant Registration:
Only an Account Holder (i.e., Registrant) who is also the owner of a power plant located in Serbia can register their plant in the Power Plant Register by submitting:
- Power Plant Registration Form and
- Metering Diagram
(A production declaration/consumption declaration must be submitted only in special cases, such as pumped storage facilities and biomass plants.)
A power plant can only be registered if it meets the qualification criteria for an EECS Guarantee of Origin:
- It is located in Serbia.
- It is registered in the renewable energy producer register with the Ministry.
- It is not part of an incentive scheme for current electricity production.
